Since the death of president Georgia, a billionaire Kombayn Nikoladze took control and founded the Third Echelon. In which, Sam Fisher – a warrior who was working for the NSA, was appointed as the official moderator. Shortly after that, he was sent to Tbilisi to investigate the disappearance of two CIA intelligence agents, Robert and Madison. Thomas Gurgenidze was the last one to connect with them and was revealed about a piece of evidence that could cause war.
